During the Abyssal Arena Update, an unmarked change went into effect requiring characters to be Level 90 in order to resurrect lost equipment by spending AP. This change was intentional, to encourage those below level 90 to continue to build up their abilities with AP, instead of spending it on equipment that will be easily outclassed by Season 3 equipment.
